Open it up, do a search for 'Battlescarred' and you should find the section detailing that attribute. It'll be in either your (RTW)\data or (RTW)\bi\data folder, depending which you're playing.

Hmm, the last campaign game I played I only saw Scarface pop up once. Instead of -2 influence have it give you +2. The thing suggested on the boards was just to flip its value.
I didn't see it in the 1.3 patch info, but that doesn't mean it wasn't fixed.
